Game downloaded and installed.twice lolGuessing it's not that then. Without going too far in the weeds, pricing is different on steam in different markets. Games can be cheaper or have different content based on the region they were bought in.

These are known as 'region locked' if you try to activate a key that does not match with the region you are in steam can and will take actions against your account. Now it's never happened to me but I understand that the potential punishments range from simply removing the game to full on locking the account. That being said.

I doubt the issue you are having is due to a region locked key.Start with basic stuff. Restart your pc, try to run steam as admin, try to run madmax.exe directly from the steam file as admin.
